Submitted works, I believe they had to meet a release date and an IMDB listing so it was fairly open to include to everyone, which was a positive.I don't know how the nominees were chosen.

Twelve films were considered for the Short Form category. Of those twelve, eleven received at least one vote from one of the eight judges. Of those eleven, only two films received votes from five of the eight judges. Of the five judges who voted for "Moving Day," one voted it first place, three voted it second place and one voted it third place. The other film that received votes from five judges was voted first place by one judge, second place by one and third place by three. "Moving Day"'s score was four points higher than the second-place film's score. All of which is a long way of saying, "Moving Day" was well-received and well-scored by the judges, and won the category by a very safe margin. So once again, congratulations to all who were involved.
