It's makeup and lighting, not the actual actors. It aired outside of the US. From the comments:

We found lookalikes and fitted them with subtle prosthesis. Matthew Mungle designed the prosthetic noses foreheads etc. Then the actors lip synced the lines that were recorded by the original cast. I think we built the set a little to big but otherwise its not too bad.

The voice actors synching to the fake actors really creates the mental illusion that it really could be the real characters. Scotty and Uhura were down right creepy in how perfect they look. The voices complete the illusion.

Too bad Shatner and company (whoever is left) can't do voiceovers for Trek Continues episodes.....
