Gandalf is not a major part. It's "just" that the character starts the action.
It may be heretical but the only reason to worry about casting these parts with the LOTR actors is the desire to make a matched set of movies. This is curious because the books aren't.
If you're going to start fixating on LOTR characters, especially the additional scenes, Christopher Lee, as Saruman Head of the White Council and the dude who takes down the Necromancer is probably second only to Gandalf. Considering that the riddle scene takes place in the dark, the need for Serkis is not at all clear.
