Leybenzon and Kadohata appear in the 'Shatnerverse' novel Captain's Glory, were these characters created for TNG, but made their first appearances here?

Well, I created those characters, so yes, they were created for TNG. I guess Margaret told Judy & Gar about the characters and had them throw them in.
