Captain Jean-Luc Picard was Undeveloped.

And to the OP. Most have pretty well made the case already, but Picard was probably one of the most developed characters in all of Trek. Is there room for more? Sure there's always room for more. But do we really need to know if he prefers, boxers or briefs? At some point you have to say 'enough'.

Precisely. Was the OP pulling our leg? The most undeveloped characters on TNG were probably Beverly, Deanna, and Geordi, in that order of lack of development. We know a great deal about the characters and families of Picard, Riker, Worf, even andorid Data, and even met most of their relations, like Picard's dead parents, Yvette and Maurice, his brother, sister-in-law, and nephew. -- RR

Ofcourse Picard was a wel ldeveloped character. HE WAS THE MAIN CHARACTER.
 
For me the moment that proves he's a well developed character comes in Lower Decks when he's chewing out Sito. It's so out of character for him to speak to someone like that, it's a massive indication of how well we know him.

Even in Tapsetry, when he becomes someone else in effect, we are still exploring his character.
 
I agree - we really get to know him extraordinarily well.

Also, I just want to say that "trollery" is a very cool noun.

We knew a fair bit about Troi. Geordi fared the worst.

All we really knew that he was blind and that he couldn't pick up chicks. They threw that family stuff in at the end, when even the writers admitted they had run out of stuff to write about.
 
Pre-Enterprise career.

Born in France to an English farmer who tilled grapes. Had an older brother maybe three to five years older than him, who was jealous of his younger brother's achievements in life. The gruff brother had a wonderful wife and a son, who still lived on the father's farm working the vinyard, and making wine (now, personally, owning a Vinyard and making wine would be the most kickass thing ever.)

A star pupil, he went to Starfleet Academy and became friends and a protege of the wisened gardner Boothby (who was the great-great-great-great-great grandson of an American history teacher named Mr. Hand.)

He graduated in 2328. Shortly after his graduation, he was nearly stabbed to death by a Naussican in a barfight, which required a heart replacement. Became first officer of the Stargazer and worked his way throught the ranks. Lost his hair along the way.
