Can you help me to identify this alien?

Hi guys,

Can you help me to identify this alien make-up appliance? It was used in a Star Trek TV production (presumably TNG or DS9), but I was not yet able to determine the alien race it is supposed to portray, or the episode in which it appeared. Any help is much appreciated!

There are no ears. This is a forehead appliance. It looks suspiciously like a Ferengi forehead appliance.
