Does Paramount even film in Hollywood anymore?
Can they use the DS9 & TNG soundstages?

Yes, but Nemesis was filmed 14 years ago, Enterprise has been done for 11, those soundstages have all been re-purposed. The physical buildings are still there, but there is nothing Star Trek left about them. Most of the sets that were left were sold off in the Christie's auction 10 years ago.
Yup, what I was intimating was the fact that the new show could conceivably use the sets from the movies, though I have no idea where those were shot primarily.
If you're referring to the Abrams movies, then Star Trek was shot in Paramount studios and Into Darkness was shot at Sony. So again, nothing special about a studio space. And the sets are only useful if they set it in the same universe and timeframe as those movies. Assuming Paramount would allow CBS to use the sets which is not that clear.
Didn't they destroy the sets in LA, though, when they moved the production to Vancouver? I seem to remember reading that they rebuilt everything from scratch up there.
I would hope that they reused a lot of stuff, but who knows.

What sets? The only sets in existence anymore are the Into Darkness sets. And those are owned by Paramount/Bad Robot and are only useful if that's the look the show wants to take. Until there is a setting for the show and an art direction given that setting, any talk about reusing sets is way too premature.
Those are the sets that I mean... The Into Darkness sets. From what I remember reading, they re-dressed the Enterprise bridge for the Vengeance scenes, then they tore them all down.

the only parts that remain of the physical sets is the building. The actual star trek pieces that remain,,, all are in private hands.
So many things were made out of improvised material. I remember a production staff comment that most of the alien vessels is just repurposed scrap yard. I believe that was for the Generations staff.

Surely stuff like the chairs, some light fixtures, and other bits of the set dressings would be kept in storage between JJ-verse movies along with all the uniforms. They'd be warehoused somewhere and in this case shipped to Vancouver to fill out the newbuild sets they would have erected for the film. It'd be more cost and time effective to do this than to physically disassemble and ship the sets from LA, and not that big a deal with a bigger budget production.
So for the new series, they'd have access to those bits of set dressing, plus uniforms, but most of it is specific to the look of the JJ-prise and that entire era. If they want to make a break from that, very little would be useful. As for soundstages, it's overall just a big empty room with varying levels of sound insulation and a large lighting grid suspended from the ceiling. Some of the TNG sets that weren't recycled from the TNG sets were built to certain size specifications so they could match bits of the lighting grid and thus make certain lighting situations easier; but more often than not it simply didn't make a difference.
I think the old transporter room set was the most long-lived of them all, being build for TMP and then refit for TNG and then Voyager while pretty much the rest of the sets were bulldozed and equivalent ones built in basically the same place. The TNG bridge was replaced by the VOY bridge, the corridors, sickbay, quarters, and engineering sets, same thing.

Even if the NuTrek sets were at the Paramount lot still or were even there to begin with, the show is being made by CBS Television Studios, which is separate from Paramount Pictures. It could be possible that CBS would lease studio space, which is common place and somebody even said NCIS: Los Angeles (a CBS produced series) is filmed at Paramount.
