Cameos you're hoping to see...

Don't know if it's a "cameo" per se, more like a reference. O'Brien went to teach at the Academy after DS9. LD takes place in 2380. Five years after DS9 ended. So it's possible some of the crew in Lower Decks had O'Brien as a teacher. So someone could refer back to what they learned -- or didn't learn -- when they were in his class. He could've taught some GERs (General Education Requirements) that all cadets had to take, or some introductory courses, in addition to the more advanced courses and/or seminars he probably taught.

I can see Q fitting into the tone of this. I want a battle between Q and Sisko Prophet please.

I don't see Avery Brooks returning as Sisko on an animated comedy show of all things. No way in hell.

John de Lancie might be up for it, though. And Q might be a good fit for Lower Decks. Although I must say that his character (particularly as it was presented on Voyager) hasn't aged well. A lot of his “humor” stems from misogynistic jokes that weren't all that funny even back then.

I hope it won't be anyone important, but rather someone like the random guy at conn in an early TNG episode, or at most someone like Simon Tarses or Vorik who got an episode, or were recurring, but mostly without major stories.

I doubt they'll have almost-forgotten one-time characters like Simon Tarses appear unless they really want to impress us with a deep dive into lore. Someone like Vorik on the other hand seems like a good choice in that they are well-known to Trekkies but obscure.

I have to wonder if Brunt is going to appear, given we know Ferengi are going to feature in the first season in some manner. We know Jeffrey Combs is up for anything, Weyoun is dead, and it would be hard to see Shran being in the series.

Riker and Troi on ENT, McCoy on TNG, Scotty and Chekov on Generations.

I'd say McCoy in TNG was gratuitous, but not bad. Honestly I find it less objectionable than Spock's later appearance, which dragged on much longer and ultimately seemed to be about little more than advertising TUC.

I give Scotty and Chekov a pass in Generations because it was supposed to be a final appearance of Spock and McCoy, but they decided they didn't want to be in the movie. Honestly GEN never should have been made period.

why were they bad?
Riker and Troi on ENT was completely distracting and cringe inducing in terms of their reason to be there. It makes little sense in the context of the story.

McCoy is fan service that feels out of place in the narrative. Just a scene to be like "Hey, look, it's McCoy!"

Chekov and Scotty were so generic as to feel almost out of character.

None of them felt very additive to their characters or the world in general. Just placement there to say "Hey, look, these characters are back!"

Perhaps a new Q -- a younger, Voyager-era Q?

There's more than one Q (that fact has already been established).

He's not the XO. More likely to be on Kronos.

In the Picard tie in book The Last Best Hope, it’s revealed Worf became XO (and later, Captain) after the events of Nemesis. It may not be “canon” until it’s confirmed on screen, but it’s been made clear that the show writers are tightly coordinating continuity with the tie-in media.

Even if you ignore the book, it’s clear in Nemesis that Worf had returned to Starfleet after his stint as ambassador.

Sisko said that Worf would never get a command in Change of Heart because he put saving his wife over an important mission, so I think he will only be XO.

They've always had holodecks on the D, why wouldn't they run a historic simulation?

Why shouldn't a TOS character send off the first sequel show? Was Picard bad in DS9, or Quark in VOY, or Cochrane in ENT?

Chekov and Scotty were so generic as to feel almost out of character.
Should Kirk have been on the B alone, with these lines given to no-name B officers? Why would that have been better, and wouldn't it suggest that Kirk has no friends or colleagues left at that time?

Connecting the eras is a good reason

That is addressed in the novel, they do it despite that earlier concern.

Still doesn't need to be on the Enterprise. Have the XO from the deleted scenes of Nemesis.

Because it doesn't make sense for the story as presented.

It didn't make sense in context of the story. Picard, Quark and even Cochrane made sense in context, and not just fan service.

Or, better yet, give them lines that feel in character! Chekov's "nurse's line" and Kirk's "I thought you might" to Scotty are painful to me and don't fit with the characters. So, yes, give them to B officers where they might actually fit, rather than the use of "Tuesday" as a running gag.
Connecting the eras is a good reason
Having it make sense in context of the story is a better reason. I don't have objections to characters appearing but have it make sense in the context of the story, and have those characters fit in a way that suits those characters and the story being told. Having them randomly show up 'cause "connecting eras" is not a good enough reason for me. It's fan service for the sake of fan service.

Bring back Ensign Gates. That is obscure enough.
