No, and no.
It is from a TNG book, though.
It's a more recent TNG novel, from the 20th Anniversary releases.
Is it The Buried Age?
It does involve Beverly Crusher, and it is part of the TNG 20th Anniversary releases. Chronologically it happens after The Buried Age but before The Child (TNG Second Season Episode)
"Acts of Compassion" from The Sky's the Limit
Nailed it in one.
But who said it?
That's not a novel.
ETA: Never mind. I just saw the post you were referring to. Sorry.
It doesn't have to come from a novel according to the OP:
Let's hope the next quote is a little easier.

I've got one that I've been waiting to get a chance to use. It's probably fairly easy but, it was a pretty shocking when I read it.
He watched her die, and in that terrible instant, he relived the moment of their seperation, felt the wait of the years since and regretted everything.
Is it from Crucible?
Because I think it could also be from Vanguard: Reap The Whirlwind..
That would be my guess as well.
Clue #1: it's a 24th century series.
Hmm... It's not from the A Time to... series, is it?
I would have posted an excerpt but my internet went down and then I was off sick.
I'll keep my excerpt in reserve.
No guesses for this one, I have no clue.
One more clue and if noone gets it I'll go ahead and give the answer.
It's from a DS9.
