Brian Brophy didn’t return?

On Monday it was Kevin Brophys birthday, he was 67. Brian Brophy claimed the cake, presents and good wishes for his own. Kevin Brophy was OK with this knowing, as do we all, that his status is that of only a minor Brophy.

Rewatching the first season right now and I just noticed the role of Bruce Maddox was not given to Brian Brophy. Brophy played Maddox in his original appearance, during TNG Season 2 "The Measure of a Man."

Did anybody else happen to catch this? And has there been any word on why Brophy wasn't chosen, or if the actor was unavailable or disinterested?
