You just literally defined headcanon. No matter: my point stands that it is not at all unreasonable to expect that other TNG characters will still be in Picard's orbit, even a wide one, for both in-universe and real-world reasons.

The only reason I am interested in this show is because of the Romulan angle. I have no interest in the TNG cast making a "Greatest Hits" album. I sincerely hope that Data, Riker, Troi and LaForge can go out and have their own lives outside of Picard's influence. Let the galaxy be big.I have no interest in seeing those characters again. If the show was about them, I'd probably pass. But it's about Picard, and even though I had no interest in seeing him either, he's more of an interesting character than the former two. So if they happen to show up, then they show up. But I'm not watching the show for them or hoping they appear.
I hope to see or at least hear about Riker, Data, Worf, and Beverly. Geordi, Deanna, Wesley would be nice as well. If the season builds up to a big finale, some of them could show up with their own ships. Riker might still have the Titan, Data the E, Worf could have a negh'var, Beverly could have the Pasteur, Geordi had the Challenger in VOY Timeless, Deanna could have a transport ship (there's a lot less pressure there). I'd actually enjoy something like that, and if they contribute meaningfully to the story, why not? If it's about Romulus, maybe they could even bring Donatra, Sela, or Tal'aura back. If the plot is good, why wouldn't we wanna see at least some of them again? They could be absent from 9 episodes and then become the fan surprise in the last one.

The good thing about Sci-Fi is you can explain anything away, he invented an ageing algorithm, or deliberately aged his synthetic skin to make himself look wiser. Two easily acceptable explanations right there.
That's the only reason.I'm not sure why the rest of the TNG cast would be part of that, other than some pointless cameos.
