No offense taken from this American. You don't say anything I haven't been saying for years. Large portions of the U.S. are incredibly repressed in regards to sex and sexuality. Usually the blame goes to the influence of the Puritans in early American history, but I've never studied the issue enough to know if that's a fair assessment or not.

Terminator 2. John reloads weapons, but never uses one. like wise in T:SCC, he hasn't used one (at least up to episode 4). IIRC, the little kid crime-lord in Robocop 2 didn't either.

In short yes they do wear skivvies.

Im wondering if there were a rash of sexual harassment suits brought against Starfleet after they switched to the micro-skirts.
