The line surely was meant to be "BOGUS PRAT." The Urban Dictionary didn't exist when the episode I, Mudd was made. Watch some English humor t.v. and you'll probably come to the same conclusion that I did. The line had ti be delivered incorrectly either in the script or by the actor.
