I would agree with Louise Fletcher, but I give high marks to a performance not in the poll, and that would be Elizabeth Dennehy in "Best of Both Worlds."

Nichelle Nichols but in movies she was better than in series.
Whoopi Goldberg as Guinan was great.
Nana Visitor great shows her emotions. I used to not like her but now I think that the actress and character are great.
Terry Farrell as Jadzia was great.
Louise Fletcher - she played Kai Winn so good that I hate this character. Winn is extremely annoying.

Really hard to vote for only one but I had to go with Nichelle Nichols!
Nana Visitor by far... she really had a full range of emotions.
Nana Visitor is unrivaled. There are plenty of choices on this list I might have seriously considered, but Visitor was just awesome, particularly later on.
I'm going with Michelle Forbes on this one...
Like many of us I could think of more than one, my choice was Kate Mulgrew. It's good to see that we've voted by abilities and not just looks!
Nichelle Nichols gets my vote because you have to a good actress in order to say nothing but "Hailing frequences open" for 30 years and still do it with a smile on your face.
Coming in a close second is Majel. Without a doubt a great actress because she was so cool and smart in real life and nothing like Lxwana.

This was a very difficult choice for me too. My choices were based on believability in several aspects; body language, eyes, etc.

Nana Visitor and Kate Mulgrew are my personal favourites for looks and acting ability and at the moment they are 1st and 2nd. I did vote Mulgrew on her acting ability but if it had been a poll on who I find most attractive I'd have voted exactly the same.
Of course the boss' wife needs to be voted for. Lol. She was brilliant as Lwaxana, so coy and funny and kind of raunchy in a way.
Visitor . . . I haven't seen any of DS9 so I'm not so sure about her. I have seen a clip where Sisko threatens to cut her head off because she went over his head I guess. But that's it.
And Mulgrew *sigh* the BEST thing about Voyager. Jeri Ryan was great, yeah, but she was just there for ratings and Seven became just kind of redundant for me. But Mulgrew, absolutely fantastic in everything she's been in. From Ryan's Hope to her latest stage role in Love, Loss, and What I Wore.

Nana Visitor shows amazing character development, from a resistance fighter with nothing but hatred to a tolerant military officer with a healthy sense for ethics. She shines most in "Duet", because in the course of just one episode she learns that being a Cardassian isn't a crime in itself.
Jeri Ryan and Roxann Dawson both excel in the transformation of their characters from one to three-dimensional. What I mean is that they allowed the characters to grow in a way that isn't easy to accomplish. Going from an emotionless drone to an individual isn't easy to act out, but Jeri Ryan did it. Similarly, Roxann Dawson grew from the raging Klingon terrorist with unbearable mood swings (in other words, cliché Klingon Maquis) to a believable person with real strengths and weaknesses.
Finally, Kate Mulgrew did an excellent job with Janeway. Period. Nuff said. It's just remarkable how she prevented Janeway from being "Ye Average Starfleet Captain" to a person susceptible to emotion who didn't simply solve every ethical conflict with Starfleet protocol.

DS9 is awesome. Particularly the last few seasons. I highly encourage you to watch it.
Yes. I cannot stress enough how important it is to watch Deep Space Nine. DS9 is a full seven course meal with all your favorite fixings. It may be a little rough to start (depending on your tastes), but it is one delicious show. Don't miss out on this one.
Tough decision this. There have been some superb performances over the years, and picking out a 'best actress' as such is a near impossible task. In the end I went for Jeri Ryan, who may have been intended as little more than eye candy but managed to transcend that role completely.
A special mention for Louise Fletcher though. Despite being so obviously a nasty piece of work, you could understand how Kai Winn was able to manipulate and influence others to gain her position.
