Message in a Bottle is good, but not nearly as good as the rest.
So difficult choice (as others have said) but went for:

Intellectually I know that Living Witness is the best choice--but Message in a Bottle is just about the most fun Voyager episode ever, so I voted for even though I'll hate myself in the morning...

Scorpion II barely beats out Year of Hell and I've always found Living Witness overrated.

I've arrived at my usual "problem" with these sorts of polls - namely, the fact I think of "Year of Hell" as one episode and find (very) mildly irritating to have to vote for only one part. So for the purposes of this exercise I'll vote for part 1, but it's really a vote for the whole thing. It's just that bit better than "Living Witness".

"Message in a Bottle" is, IMO, overrated. But to each their own.

The ending's a real tear-jerker for an old Roddenberry-loyalist like me.
