Picard. Second choice, Kirk. I'm split on Sisko and Janeway for third place. Honorable mention goes to Pike, the original ST captain. -- RR
Sisko. Because he combines the two best traits of Kirk and Picard. He thinks up a solution and takes action.
People who think that Janeway is a good captain is a moron. Janeway sucks. She got her entire crew trapped in the Delta quadrant for god's sake.
