I think what was actually said during the run of TOS is "one of the youngest." And I'm not even sure about that since it may have been implied but never stated.

As much as I love DS9 and Sisko, I voted for Picard as the best captain.

I am shocked and appalled that Janeway is doing so well. I find her to be one of the worst Starfleet Officers, not to even mention a Captain. Ugh.
