The outift was first introduced and designed by Jim Lee when he did twelve issues of Batman with Jeph Loeb in 2003 (and from there, it made its way onto the cartoon); the comics used it for a few years, but Gail Simone, the primary writer of Huntress in that period, reportedly hated it, and so got rid of it as soon as she could wrangle the change. Her current costume looks a lot like Lee's except with the fleshy parts replaced by purple. It's a nice design (though the late-90s one I think will always be my favourite).Does Huntress in the comics ever wear that skimpy outfit she wore on the JLU cartoon? I've only seen her in a full cover up or the one on this cover.
