I think that it's the simulated captain of the Kobiyashi Maru as he's talking to "Captain" Saavik during the Kobiyashi Maru exam.

This one should be easy:

That one is easy, the dying Khan to the fleeing Kirk.

However, I thought the same thing about the previous one, and listened to the Kobyashi Maru sequence in TWoK several times over, listening for it, but couldn't find it. It remains a mystery...
