No, he actually was Earthforce military (though not an officer.) All the personnel under him like Zack, Lou, etc. were however exactly as you say: non-military peace officers employed by Earthforce. This is why Garibaldi wore the same style of uniform as other EF military officers with the EA badge on the breast, with the EA Security Division badge on the shoulder (see also the kid of Garibadi's dead friend from Mars back in season 1), while his staff just had the non-EA diamond security badge on the breast. Also I think they were slightly different shades of grey.But by the time we met him, Garibaldi was a private contractor who worked for Babylon 5, even if earthforce paid his wages.

We also didn't see Lennier, and it makes sense that those characters would be skipped since at that point, they really weren't doing anything of particular note and their personal stories don't really intersect with that point in their lives. Garibaldi as noted above served in the war, and while he no doubt came out of it with plenty of war stories, his "drama" all seemed to happen in the decade after. Lennier was just a temple acolyte, studying, meditating, doing acolyte things. He did have family on the Black Star, but there's really not much to go on there. As for Vir...I have no idea what he did before being assigned to Londo, besides generally disappointing his family.In The Beginning was really good! The problem, as you probably know, is that season five wasn't confirmed till late on, so what were originally going to b or c plots overshadowed by the end of the civil war became main plots too early, rather than building up in the background and then taking over.Oh yeah, no Lennier either.
So the season 5 premiere (Babylon 5-5!) introduced us to a new captain (again) and on-the-run telepaths.
