Yes, that episode is rather dull, which is crazy since Bester is the favorite recurring character of most of the fanbase. Thankfully, that's the last of the lower quality stuff. The rest of season is great from there on out.
Bester was one of my favorite recurring characters too so having his last episode being one of the worst episodes of the series was very sad. Hate to remember him not as the interesting and cool character he was all series.

Ragged Edge was experimental? Interesting because one thing I was thinking about was when was the last time they went to an alien planet and running through the streets like that. Yeah they went to Narn, Centauri, and Minbar, but those were in high security places or a cave. This one felt different, and it was actually a breath of fresh air, as you say.
I love hearing from new watchers of B5. I can't wait to see your reactions to the last few episodes of S5. I've seen the series all the way through twice myself, and after reading this thread I want to watch it again now 

The most interesting part of the episode though was the last 5 minutes. Londo not knowing about the talks, and Garibaldi sinking even lower into alcohol abuse. That's not good.
) and I was thinking about what these two characters have gone through, especially Mollari. Here is a man who once stood high above a planet watching it being destroyed, and you could see the Monster he became. Flash Forward 3 years and I feel really bad for the guy. The minister title means nothing, and he's being used as a pawn by his own government, and someone else because of the Keeper on the Regent and that weird looking guy from a few episodes back.
