Really? I've never noticed that either.
I think that's one of those old fan myths. It probably stems from the B1,2 & 3 logos showing up in the old B5 mag, as did a number of other graphics that were developed but either never used or never seen clearly.
It's amazing what gets repeated as fact without a shred of evidence to support it.

Hence my word 'apparently' thrown in there. :)

No, I'm fairly sure JMS once said that the leftover bits of B3 were recycled and used in B4's construction. Budget was getting a bit tight at that point.
 
^That's not in question, though in itself it was probably a contributing factor in the pervasiveness of the fan myth that the B1,2 & 3 logos were visible somewhere during 'War Without End'.

One thing that interests me is this shot:

It looks like B1 was gonna have two reactors.

If so then probably B4 had them too. It's a much bigger station than B5 ended up being. Indeed, B4 was supposed to have an engine so it could be moved, so it might have even had a third reactor.

Of course on the other hand, those could just be part of the incomplete cooling system and not the reactor itself. It would seem a little dangerous installing the fusion reactor too early in the construction phase. Just from a safety and security standpoint if nothing else.
