His contract was up after "Best Of Both Worlds" IIRC. Thankfully, they worked it out and he played Picard for 4 more seasons, 4 movies and now a new show.

Contracts aren't worth the paper they're written on. Actors can fail to turn up unless they get more money/say/privileges. And sometimes they want to leave, but are contracted to stay on, so they try to encourage the writers to drop them by making boring lines more boring (Robert Beltran, basically)
Avery Brooks sometimes wanted to leave, but didn't want to break his contract, so asked for more interesting stuff and got it.
