She was intially meant to be a love interest for solid-Odo, but she ended up not returning. Since the relationship was conceived as a means of developing Odo-as-a-solid, it only would make sense that she wasn't intended to be a Changeling.

However, in retrospect, she was the likeliest vector for the disease that the Founders infected in Odo in order to make him return to the Link.

Clearly the disease was very fast-acting, so it would make sense to assume that the Founders were in a hurry in every respect, including vectoring in the disease. And Odo basically fell ill the moment he touched Arraya.

She need not have been a Founder herself, or even aware of being a vector. But she is still likely to have been a tool of the Dominion.

I dunno Timo...the Founders seem to be able to affect other changelings- like the draw the 100 feel towards the Omarian Nebula. But since Garak hooked them up, I'd imagine she was just a pretty customer Garak decided to try throwing his way. I don't think it went anywhere- he was in love with Kira all along. Tho it does seem odd she disappeared... it depends on how long Garak knew her- if it was for a while- then that would have been a long op when they could have tossed something in his food while he was listening to champagne bubbles... lol.
