Arrow has suggested that it's possible to bring a destroyed universe back. I kind of expect that's what's going to happen at the end of CoIE, at least to the universes the audience is sentimental about.
It could also be a falsehood from the Monitor to compel Black Canary to do what he wants.
If that even really was the Monitor and not the Anti-Monitor pretending to be the Monitor.
Yes, of course -- everything is just "could" at this point. All I'm saying is that it could be possible for a destroyed universe to return -- that there are multiple possibilities and we can't rule anything out yet. Even if Earth-Smallville does get vaporized in the opening, that doesn't necessarily mean it won't be back by the end.
I also vote that he's the anti-Monitor in disguise as well. I only read the ORIGINAL Crisis, and this Monitor seems so anti.....Monitor (pun initially unintended) in his character, i am very suspect. But we shall see. (And someone can feel free to talk about how different the Monitor became)
So, this is interesting: Reportedly, the DC Universe version of Stargirl, whose show doesn't even debut until next year, will make her first ever screen appearance in "Crisis."
