Oracle was the identity Barbara Gordon took up in the comics after she'd been paralyzed from being shot by the Joker. She served as an information broker and "mission control" for a variety of DC characters, especially of course the Bat-family.
That character sounds, to me, more interesting than Felicity has been.
But that's pretty much what Felicity has been doing all this time, so I wouldn't expect much to change.
