Coz it will have a black hole and a white hole at either end, feeding each other to maximize the Hawking radiation to maximize the warpage of the spacetime continuum, so the Big Bang happens again while keeping the Higgs particle vibrating at the wavelength of the observable universe so the aliens can contact us with their heartbeats.

It does seem like he wants to be the first King of Mars. I'd need to know more about his beliefs and values system before I'd sign onboard.
It's really the dish's radar astronomy capabilities we'll miss - detecting near-Earth objects and so on. Radar returns scale as the fourth power of distance so it's best to have a really powerful transmitter and a big receiver array.
Get them to film a Goldeneye remake and restore the dish for filming.
To be expected - the cables were visibly deteriorating so badly that it was unsafe to even attempt to replace them.
