Even though I'm disappointed we haven't gotten to see Peter Weller's Admiral Marcus in charge of Section 31, I am enjoying Leland and especially Captain (Emperor) Georgiou's scenery chewing.

It is a bit disappointing that pretty much everybody is aware of 31's existence, but I also enjoy the fact that apparently Starfleet captains are supposed to defer to Section 31 agents' orders.
IDK if that's the case per Pike's line (to Tyler, who's trying to play a Section 31 trump card):

Pike: "The Chair outranks the badge..." (Translated to mean: "Hey, I'm the CAPTAIN here...go screw your Section 31 orders Tyler...")

It doesn't take a whole lot to cover something up.

I preferred Section 31 we saw on DS9 and Enterprise, a rogue organization that lingered in the shadows and manipulated the galaxy around them. This legitimized Section 31 is Disco that operates fleets of ships and officially answers to Starfleet's Admiralty and has an active role in the security and protection of the Federation is, I don't know. Really, they should have just gone ahead and made this about Starfleet Intelligence, a branch we still know next to nothing about, canonically. But then I guess Starfleet Intelligence would still be expected to adhere to Gene's Vision, while Section 31 can get away with being evil bastards because it's what they are.

I will say, Georgiou is the highlight of the Section 31 storyline, and Michelle Yeoh absolutely kills it each episode she's in. For this reason alone, I look forward to the Section 31 series with her in the lead.

Love Yeoh. Like Tyler. Did not mind it in DS9.

But I do not like the way this plays out on Disco.

For instance, Georgiou withholds crucial knowledge from Leland about Talos which allows Burnham & Spock to escape. In order to make him look stupid.

But in reality, any boss that rewards HER for that behavior is even dumber. That behavior should get HER in trouble. But it won't.

Lazy writing. Making one character look smart by making another (supposedly smart) character look dumb.
Smart v Smarter is harder.

Nah, not for me, Section 31 is too 21st century. Picard and Co, if ever at the mercy of Section 31 orders, would down tools and tell S31 to go fuck themselves.

I've made my feelings abundantly clear in multiple threads on this board recently. I am O'Brien. "The ends justifies the means" is severely wrong and amoral. It is against all values of the Federation.

I was hoping they would tune Section 31 to change my opinions about them but they have not.
So, no, I am not enjoying them. I still share O'Brien's feelings, strongly.

I wish they had called it "Starfleet Intelligence."

But they did. Leland is open about working for SF Intel; S31 is just part of that, although not "regular Starfleet spying" as Tyler puts it.

We don't know yet what the rest of SFI does in this timeframe, only that they don't wear the black badges. Perhaps the quartet of Admirals from "If Memory Serves" are all SFI. Perhaps they are not and prefer to directly deal with S31 instead of SFI, much like Ross in DS9. No way to tell yet.

About those admirals:
Per this week's episode "Project Daedalus," they were directly in charge of S31.

Were the Andorian and Tellarite admirals the same ones we saw before (Shukar and Gorch)? They were played by the same actors...
