Are the Angels Time Lords?

It wasn't an angel pose, it was simply covering their face in a pose of 'shame'. The angels use that to cover their eyes from each other, I think.

The Time Lords got it from the Angels. To quote Rassilon:

"The vote is taken, only two stand against. As testament to their shame, they shall stand with us like the Weeping Angels of old. And now the vanguard stands prepared, the children of Gallifrey are ready to rejoin the universe. To Earth!"
 
Ah, I'd forgotten that, good catch.

But they don't stand like that because they're angels, as the OP suggested.
 
Don't get me wrong here. It was just a thought. Not a solid conclusion.

I was thinking of the Timelords desire to escape the timelock and end time itself. Obviously it failed because of the Master but what if they kept researching and trying. The angels feed on time, they "devour" it. What if the timelords decided that erasing all of time itself was not the way to go but devouring time energy from the beginning of the universe was their best option to escape the time lock. The timelock still is in effect so the only way they can escape is to "quantum lock" themselves so they can move when nobody is watching.

The Timelords decide on a form that is the most popular given Earth's history and they decide on Angels. The Timelords go back as far as they can in time and they become the Angels. They can only move when nobody else in the universe can see them. They are just a legend and a myth. Eventually they will take over time itself as they infiltrate every known planet and become more powerful.

Just a thought.

The Time Lords cannot travel through time outside of the time-locked Time War. They're stuck in the Time War; no one outside the War can get in the lock (Dalek Caan notwithstanding) and no one in the lock can get out. So they can't travel to the beginning of the universe to "become the Angels" unless the beginning of the universe is part of the Time War.

As for becoming the Angels - why wouldn't the Time Lords become humans, or Cybermen, or even Daleks? Maybe they became all those things? Or maybe Angels are Angels, and Daleks are Daleks, and Time Lords are Time Lords.
