I had planned to post this myself. Weird. I don't know about Starfleet, but in The Soul Key, Ghemor reads a Vedek Assembly document featuring Kasidy talking about Sisko's disappearance.

In Avatar, Vaughn doesn't know what happened to Sisko, believing he was either retired or deceased. Sisko's record was also said to be restricted.
