Berlin? That tower looks like the Fernsehturm Berlin.

^The building below the tower looks North American. Plus I looked up that tower in Berlin. It looks close, but I don't think it's the same. I looked up a variety of elevated trains near that. Both the tower and the structures don't look anything like that picture. the lights are different for example.

It's in Berlin. It's the view when you go from the train station Friedrichstraße towards the museum island. And Stoo is right, the tower is the Fernsehturm.

The whole thing is Berlin. The staircase at 0:20 is at Potsdamer Platz station for example. And I suppose the wall at 3:00 is the East Side Gallery.

Yup, the first minute is located at Potsdamer Platz. The interior scenes that follow were in all likelihood also done in Berlin. There are plenty of such locations here. The train she's shown riding is a regular S-Bahn train. Then, she's running along the East Side Gallery. I don't know which area she's passing by at the end but if you stop the vid and google the restaurant and pub names you can probably find that out. I didn't have the patience for that.
