Given the lengths Picard went to in Measure of a man to recognise the rights of artificial life for all, I would expect that by 800 years later, Burnhams treatment of Zora as seen in Life, itself, would be viewed very poorly.
 
Except, Picard didn't get the rights recognized for all. The Doctor was not recognized in "Author, Author" and we still see a variety of synthetic beings portrayed in different ways. This also assumes that cultures always move up rather than stagnate or regress in their opinions.

It's not clean cut.

Given what I mentioned in Life itself, humanity has made zero progress in recognising artificial life, and their rights.

A rather sweeping declaration based upon limited information. As has been presented across Trek artificial lifeforms have a wide variety of presentations and determinations of their status and rights.
 
Completely believable as history is not a constant progression and improvement of humanity, we tend to take two steps backward for every one forward. One of the disadvantages of democracy.
 
Seems to me that technically, Zora could have refused the order, and maybe lit out for the territories while she was at it. She’s certainly (more than) sapient enough to have done so. But instead she chose to hold to the oath and obey the order, and at least in the finale didn’t seem unhappy or unwilling.
