Robert Picard, Lore, (I like brothers :p) Maxwell, and Satie.

I'm surprised Robert Picard qualified as an antagonist and, say, Gul Macet didn't. ;) He probably would have got one of my votes had he been present...
 
Had to vote for Admiral Satie. Her personal history with Picard made her antagonism all the more intense.

I like that Satie and Maxwell were both complex characters who clearly thought they were good guys, trying to help the Federation. It's that type of character complexity that made both of those episodes so powerful.

I'm combining Unification 1+2 into Unification. I will do the same for the other 3 mid-season 2-parters (Chain of Command, Birthright, and Gambit). That's why I have Sela, Pardek, Neral, and Omag lised beside Unification.

The only times I am splitting up the 2-parters is when they are the season finale and the season premiere (Best of Both Worlds, Redemption, Time's Arrow, and Descent
 
Duras - dishonorable bastard who killed Worf's mate

Maxwell - You want to feel bad for the guy but you can't just take matters into your own hands like that

Admiral Satie - conspiracy theorist

Lursa and Betor - They were more of antagonist in Redemption I than the Romulans
