I think his voice started out as an amalgam of Maurice LaMarche's Orson Welles and Vincent Price impressions, but the writers have leaned into the Welles homages over the years, doing cartoons inspired by The War of the Worlds, Citizen Kane, The Third Man, etc.

The world is full of dictators; Xi is not the only one. The decision to focus on domestic fascists rather than foreign dictators is completely legitimate.
Not having seen the episode, can you tell me if there was a common denominator of those dictators beyond their being dictators?
