I think it goes deeper than that. As I said in another thread, I think some people get powers due to the way they think, such as Daphne with her leg problem gets the ability to run fast, Ando gets a 'sidekick' power because that's what he believes himself to be. However I also think in some cases the factor is Genetic, Parkman got the same power as his father, Meredith and her Brother inherited the same Fire ability which would also indicate genetics.
Peters ability to absorb peoples powers is very very similar to his Father Arthur Petrellis ability to take peoples powers, Peters ability is just a different mutated form of Arthurs ability which was likely passed down genetically so when Peter took the formula the genetic coding was still there within him and the formula just reactivated those genes.

They made it very clear that there is a mental component to what powers you get.

It is Peter's ability to empathise with other people that allows him to duplicate those people's powers.

Meredith and Flint's powers don't appear to be 100% identical, either.

No, it just means she's always been obsessed with looking young.

yes I know, but I still feel passing on specifically coded ability genes is a factor. There's no reason why there can't be more than one factor involved.

It's all well and good saying there's a mental component involved but it's a bit of a coincidence that Parkmans power is the same as his fathers and Meredith and her bro have the same power and Peters power is a mutated/upgraded version of his fathers.

Or if someone else happened to have the same power, and he supercharged them, who supercharged someone else. that could get out of hand.
