Nope, sorry, the coolest Romulan was and is Mark Lenard's un-named Romulan commander from the TOS episode Balance of Terror.
Oh, the unnamed Romulan played by Mark Lenard is tops, of course - the reason I haven't posted in this thread, in fact, is because I figured you only wanted to talk about DS9 Romulans. But yes, he's waaaaaay at the top of my list.
Tomalak is wonderful as well, but another one of my favorites is Admiral Mendak from TNG's "Data's Day." He only has a few minutes in screen, but that's all he needs, IMO. And he has one of the great Romulan lines, which I can't find right now, alas, and so I'll have to paraphrase. It goes something like this: "I'm not ready to start a war...today." Fabulous!

Oh yes, of course, he is my #1 favorite Romulan..But he skipped my mind because, I guess, I was thinking of TNG-era Romulans as different from TOS Romulans.
The female Romulan commander from "The Enterprise Incident" was quite cool, too, even if she fell for a Federation ploy.
