One of the stupidest shortcuts Janeway overlooked to get home was forgetting to ask the Captain Korok if he could take a week out of his life to tractor Voyager (take her crew home and scuttle voyager?)home before he began his civil war.
Maybe she asked him and he said "No"?
Maybe she didn't ask him and he would have said "No".
Nobody says "No" to kathryn Janeway.

Klingons and Borg have to be exempt after all the good times they've had with the Federation, unless there's an internal conflict going on. But strays in open space?

Besides the Khitomer accords (Remember when Riker and Kurn swapped?) detail it that their militaries are consolidated in some matters that Janeway might have been able to have pulled rank? Which ever ship is tactically superior gets command don't you know?
