That's in Toronto. (I recognize the subway car, having spent many, many hours in them...) Those two guys are often downtown outside the Eaton Centre, posing for photos for tourists. There's also someone who dresses as Spock... and I can't leave out Silver Elvis.
We have a fair amount of street theatre here.
Reminds me a little of the viral video shot in Las Vegas where the guy in the Batman costume got his ass kicked by a random guy who was bullying him in front of a nearby crowd.

A few weeks ago, my wife and I were out to dinner on Queen Street West and Batman was suddenly at the window spreading out his cape and looking in at all the diners. Hilarious!

I went downtown for a couple of hours on Monday and now Spider-Man is posing for photos. I don't know if it's the same person who dresses as Batman or Darth Vader, or if there's a third person now.
Like a circle in a spiral, like a wheel within a wheel.
It's almost a chicken-and-the egg scenario going on in that gif.
