He just did. I think Threshold is way worse than most of what was below, personally.

706: TNG: Identity Crisis. It's not great by any means, but I found it decently enjoyable on first watch. To me, it's not a bad episode, but a filler one. As you said, the lighting is quite good. A 4/10 episode. (in my ratings file, the comment is "bland and boring")
705: ENT: Extinction. One of those times were Trek self-plagiarised. ENT did that more than other series, but TNG did it first (Naked Now) and DS9+VOY did as well.
It's the same premise as above, I think it's handled more clumsily than Identity Crisis. A 3/10 episode.
704: VOY: Threshold. Terrible in all respects. Bottom 10 episode for me, maybe even bottom 5.
703: TOS: The Lights of Zetar: A complete mess of an episode. I'd put it lower on the list.
702: TNG: Home Soil. Another one that I actually like. It's a fine episode, in my opinion, that fits the "finding new life" premise very well. Dialogue isn't always on point, but I find the episode quite good. 7/10.
701: TNG: Manhunt. No real plot, but some funny moments (“I still say they'd look better in sauce”). Overall, quite bad indeed.
700: TOS: The Deadly Years. Another that is more meh than actually bad. This time, the self-plagiarisation (in TNG: Unnatural Selection) was better than the original, which is uncommon.
Then again, in this instance, though they re-use the premise, they go in a very different direction.
699: TNG: Too Short a Season. Same deal, it's not good, but it's not that bad either.
