NOT true... I can say that with a high degree of confidence, since I knew of the "preserver seeding" parallel world on Alpha Centauri thing quite a few years before TMP...and this book was released shortly after TMP.Therin of Andor said:

Well, neither actor who played Cochrane had an opposable pinkie finger, either, nor a very high forehead, which were attributes suggested by the Goldsteins' "Star Trek Spaceflight Chronology" (1980), the source of the supposed Alpha Centaurian origin story mentioned above.
The inclusion of it in the book made it "more official" (as opposed to being pure fan-speculation) but the folks who did the book didn't INVENT the idea.
