I suspect that the $10 million figure was a joke on J.J.'s part -- just an arbitrary large-ish number picked out of the air on the spur of the moment, and that the actual figure was much lower.

It was a newly developed instrument being added to all new Starfleet vessels.

JJ blew an excellent opportunity to show what it is and how it works in the sequel.
