TM was on Inglorious Treksperts podcast and specified about Kirk on Daystrom.

TL;DR: Kirk not coming back on Picard but the stage is set if someone comes up with a compelling story for Kirk to return.

Kirk is dead. We figured, “Is his body really just under a pile of rocks on that planet?” We’re not committed. We’re not saying he is resurrected.

We just leave it open that someday some brilliant writer could do something. Could be an animated thing. That could be anything.

So there it is. He did say this was a tip-of-the-hat to the Shatnerverse story "The Return".

Now this could be just a massive misdirection or a bamboozle, but for now we do have an official answer.
 
I'm not so sure as this would be considered fanservice, more so bedrock for future stories if needed/wanted/utilized.

I get the point you're making, I'm just saying that setting up something for a future story isn't what I could call fanservice or fanwanking, that is all.

Shatner's Kirk was a thing from September '66 to November '94, 28 years 2 months.

28 years 2 months later was January 2023. He's been dead longer than he was alive.

Shatner is not returning at age 92, so why have a return of Kirk story? It was simply a corny in-joke.
