Was there a storyline where Odo was punished by the Founders by taking away his ability to shape-shift? In essence, trapping him in solid form.

Yes, his ability to shapeshift was taken from him in the S4 final episode and restored about halfway through S5.
Was it restored after Trials and Tribble-ations? I was just rewatching this recently and I was thinking he didn't use the ability in this episode.
Also, wasn't there a separate storyline (or was it connected), where he had some kind of disease that was causing him to dry up and flake away (sorry, that's the only way I can think to describe it)? I was thinking he was still trapped in solid form then. And it was something the other changelings had as well.

It was after Trials.
There were two instances when that happened. The first was using a piece of Obsidian Order tech (operated by Garak), that locked him in his solid form. The second was near the end of S7 when he started suffering from the Changeling Plague.
