The difference in seniority between a Lt Commander and Commander are only an issue where rank is pulled or chain of command is enforced in serious situations.

Otherwise they are both addressed as Commander.

Same as how Admirals are always called as such even though they could be Rear or Vice.

Same with Majors actually now I think about it and Generals.
 
They were afraid to promote an android, the one and only functioning one in Starfleet. Even after "Measure of a Man" they were reluctant. After all, how could a machine understand human emotions well enough to function as first officer, or so the discrimination went.

We saw that in Redemption Pt 2. 26 years in Starfleet and Data (still a Lt Cdr). Even Picard didn't assign Data to take charge of a ship until pushed. Mind you he didn't assign Crusher either. Maybe he'x sexist as well as having synthobia.

Data's Rank no doubt rankled Hudson too -- they were both Lt. Cdr, but Hudson make it clear he was unimpressed with an Android commander.
 
Look at this from the POV of Starfleet. Data will live forever unless killed. He's in no hurry to get promoted. Nor are Vulcans, so Tuvok remaining a Lieutenant in the late 24th century doesn't exactly require him taking that decades-long sabbatical.

Spock may have gotten different treatment because Starfleet was so excited about its coup, the Ambassador's son eloping and agreeing to serve with humans - and because they feared the hybrid might not live all that long after all...

Negative discrimination against long-lived or otherwise superior species is a must if us poor humans are to stand a chance.

Oh, hang on a moment. A good majority of the Admirals we see in the franchise are usually Rear Admirals or Vice Admirals, but they only ever get referred to as "Admiral." Even in this show, the five boxed pips on Admiral Clancy's uniform would imply she's actually a Fleet Admiral, but she only gets addressed as "Admiral" in the episode. Why isn't anyone crying over this?

Data was promoted to First Officer of the Enterrprise-E, his promotion of Commander likely was n the pipeline (though not necessary for First Officer, arguably.) "Commander" was often, if not always, used as shorthand for the Lt. Commander rank in all of Trek.

The interviewer may have either mis-spoken or was being intentionally condescending/dismissive of Data's rank since he was a "synth" to rile Picard or because that's just who she is, that or she didn't know about a posthumous promotion Data was given because of his sacrifice for Picard and The Federation or it was in the pipeline already pending him officially taking the FO position on the ship, hence the Data file's presentation of the rank. That or a flat out inconsistency, the line from the reporter was for "our" sake so we we wouldn't go "Uh-uh! Data was a Lieutenant Commander!" and we weren't supposed to notice the file thing.

One way or another, nothing to see here. The only thing worth noting is the discrepancy in what he's called and what the file said.

But Lt. Commanders were always called "Commander" for short unless it was some formal thing where the entire rank was used for respect. Geordi, Crusher, Troi, Data, Chakotay whoever else throughout the entirety of the franchise who held the rank of Lt. Commander was called simply "Commander" for short.

Just like in the first season Geordi is called simply "Lieutenant La Forge" and not "Lieutenant, Junior Grade La Forge."

Both of them would have come with a full 3 pip promotion to full Commander. Hell Data even put on command red for the Jellicoe stint.
 
Crusher was a full Commander by some point. Whenever her hair was that short.

Like Riker's promotion to Captain in BOBW, they are field promotions and not necessarily permanent.

If that was the case then Picard failed Data by not standing up to that blatant discrimination of one of his senior officers

Presumably the promotion came as part of the post? Feels like a nice touch by the costuming department to have her as Lt Cmdr before she boards the Enterprise, unless it was an error.

I'd say costuming error and that they weren't thinking about little details like promotions pending boarding a ship back then. But in-world, I'd say, yeah she got the promotion officially once beamed aboard.
