Although I disagree with your assertion that Odo always lives up to justice. Indeed that is supposed to be Odo's core value. However, the writers made the Odo character jump the shark and abandon that value for no reason when they had Odo agree to obey Sisko's evil order not to cure the Founders of the genocide disease.

The original/real/legitimate version of the Odo character would have disobeyed that evil order because it is unjust. He would have snuck off to the Great Link immediately and cured them.
