According to the timeline it is a few years ahead but it's mostly played up here as a joke, just treat it as present-day for the most part. Maybe it helps explain some of the advanced hardware on display but generally can be ignored.
Yes and no.
Strictly speaking, the producers say the show is set in a "perpetual now" meaning no matter how much time has passed the show is always set more-or-less in the present.
Being pedantic, accounting for how much time has passed between seasons since the first season this episode ("day") is sometime in either 2015 or 2019 (depending on which election cycle the first season was in.) I'm personally, now, going with 2015 but arguments could be made for 2019.

Makes me wonder when / if we will ever see Wilson again. Then again that's par for the course with "24"
