I was recently thinking something similar, though the most obvious hiccup with the idea is that Book said he was from a family of killers while Gary Seven's people are peaceful. The idea might still be workable somehow, IE Book's family are renegades or something.Would that make Book a modern day Gary 7?
I'm not so sure, Trek appears to have a technological plateau, once a race has the equivalent of phasers/transporters/warp drive the next step seems to be pure energy beings with not much in-between.That's a logical deduction. What bothers me is that nobody found a better propulsion system than warp drive with dilithium for 1,000 years. That stretches credibility to the extreme, even more than using the same ships for 1,000 years (if we take what we see literally, which I actually don't.)

Or they didn't.You’d think that by the 32nd century, people would have either taken over the Borg’s transwarp conduits or reverse engineered them. You don’t need warp drive if your ship is just using an artificial wormhole to get places.

I think there is a big link, the uss relativity has sensors to scan space time and a transporter that can send you to a point in space time. Maybe the ship is still around (it was 29th century) and Burnham uses it to find out what caused the burn.That chip or whatever burnham is handed has the starfleet registry 'NCC-4744...' on it. The USS Relativity had the registry NCV-474439-G. Obviously not the same prefix, but i wonder if there is a link?

Yeah i think there is lots of evidence to suggest that trek cultures don't necessarily advance in a linear fashion.
