The only thing I can think of is a reference in the first Titan book, Taking Wing. In the beginning, when Tuvok goes to Romulus to meet with Ambassador Spock, he says something along the lines of "Captain Saavik sends her regards."

There's also always the possibility of member worlds leaving the Federation. In the books, we've seen members leave for one reason or another (i.e., the Dominion War), so that could account for why the numbers haven't changed much.
