Janeway not meeting Sisko

I never worried about them meeting, but one thing I've thought about, if Star Trek had done Arrowverse style crossovers, then I would have had Picard and Sisko maybe meet Chakotay and a bunch of Maquis during a Maquis formation crossover episode in TNG Season 7/DS9 Season 2, sort of like a hybrid of "Journey's End" and "The Maquis". (This would be like how Legends of Tomorrow spun off Arrow and Flash). I don't think Janeway would have appeared there or Sisko would have appeared in "Caretaker" but maybe Janeway would have appeared in an episode in DS9's third season prior to the airdate of "Caretaker".
 
Maybe he got stuck in one of the long-winded, horribly boring conversations with Wynn (blanking on whether she would have been a Vedek or Kai at that point), and diplomacy wouldn't let him just tell her to shut up and go away because a starship had docked and he'd like to say hello to the captain.

There are any number of reasons why he and Janeway didn't meet. Making them up could be like making up reasons why Khan remembers Chekov's face before we saw Chekov on the show.
 
The possibilities are endless. Why weren't Sarek and Amanda at Spock's presumed wedding to T'Pring? Why weren't there any Romulan ships in the Neutral Zone in Way To Eden? Why didn't Voyager ever meet the second Caretaker again on her journey? It's endless...

In-universe, there's many reasons why we didn't see them meet, like Sisko was off station ("EQUILIBRIUM" and "SECOND SKIN" have no stardate, so "CARETAKER" could have happened during this time) or they already did meet but offscreen or any number of other things.

In real life, probably a combination of cost for a single scene cameo, actor availability, and not being needed for the story factored into why Sisko was not in the VOY pilot.


Regarding passing the torch: I actually think Quark was the perfect choice, for two reasons. First, the scene established multiple things: Kim being naive and green, Paris knowing how to handle less than savory situations and people, the beginning of the Paris/Kim friendship. A similar scene wouldn't work with any of the others because they were either Starfleet or Bajoran militia, so that leaves Quark, who works outside the law often. Second, Quark is the most central character to DS9 because not only has he been there the longest, but everybody goes to Quark's Bar at some point. It's as essential as Ops but for different reasons.

Passing the torch is something that would be more meaningful if it is done by a character who is central to the previous show... like Picard for DS9's pilot. Picard is very much the central figure of TNG. (Plus him being in "EMISSARY" made a great deal of story sense for Sisko. His case is more than just a cameo.) Or McCoy for TNG's pilot... McCoy is one of the Big Three, so it really feels like a meaningful passing of the torch.
 
Why didn't Voyager ever meet the second Caretaker again on her journey?
In one of VOY's rarer moments of continuity they actually did meet her but she didn't invite them over for some corn on the cob and pointy genetic testing. ;)

I agree. Without DS9 dropping a few morsels of Maquis activity with big bad Chakotay being named Janeway and Sisko meeting would have been nothing more than a quick handshake and him wishing her luck in her mission. Kind of a waste of the Sisko character. Since it was made clear early on that Chakotay was a pretty decent person and the Maquis were going to be integrated into the Starfleet crew with minimal angst no world building was necessary.
 
They couldn't even leave Janeway's hair alone week to week.
And that's why we had seven season of bald Avery Brooks with the goat?

Mullgrew has her cute story about how the studio picked her apart, but it was not unique, and only really sexist in that in dealt with ideals of women's beauty. But there were plenty of actors who had their looks scrutinized, whether it was Shatner's hair, Koenig's hair, making Stewart audition in hair pieces, making Sirtis and Farrell get specially made bras, forcing a wig onto McFadden's head, complaining about Visitor's walk, etc.

Well yes I know they met the Caretaker's mate but it seemed that a return match was going to occur...but it didn't

Wait, wasn't Caretaker roughly concurrent with The Search Pt1? Sisko was probably off-station busily dragging his new battlewagon out of whichever hangar she'd been dumped in at Utopia Planitia :D

No.

"THE SEARCH" two-parter was around stardate 48212 (if memory serves me), while "CARETAKER" was stardate 48315.
 
But you could easily assume that Sisko (and the Defiant) were at Trill when Voyager visited, if you wanted to. Equilibrium is just a few eps later and there's no definite stardate mentioned.
That I agree with, and mentioned in an earlier post in this thread. (Along with "SECOND SKIN", which was directly after "EQUULIBRIUM" and also had no stardate.)
