No, gold is for command. She's a JAG officer, like Areel Shaw, so she's in red.
(Then again, Philippa Louvois was in command red in the 24th century, wasn't she? I guess it's inconsistent.)
I figured since her rank is captain, she'd wear Gold. If I recall, Sonya Gomez was a bit of trendsetter for wearing an Engineering Gold uniform when she was promoted to captain.
Then again, that was the 24th century, and her becoming captain actually involved a starship command. Perhaps it's different when you achieve the rank of captain but not technically in command of a ship?

Captain as a rank is a separate thing from captain as a position. You can be the captain of a ship with any rank (as when Lt. Cmdr. Dax was called "Captain" on Defiant missions in the Dominion War), and you can hold the rank of captain without being in command of a ship (as Spock and Scotty did in the movies). So a captain in the command division would wear the command division color just like any other officer would, while a captain in the science division would wear the science division color, etc. In ST III through VI, Scotty wore the engineering color, which was gold at the time, along with a captain's rank pin (except in the trial in ST IV, where they mistakenly gave him a commander's pin). Although, confusingly, when he was in his engineer's vest in ST IV-VI, he wore a command-white turtleneck -- and in ST IV the vest had an engineering-gold shoulder strap!
We've also seen this with higher-ranked flag officers: Commodores Stone and Stocker wore red tunics while Commodores Mendez, Barstow, Decker, and Wesley wore gold.
